Praedial Larceny

PRAEDIAL LARCENY

The Unit was established in 2008 and is charged with the responsibility of policing fishing and farming communities in the North, South, and Western farming communities of Saint Lucia. It is a department within the Ministry of Agriculture focusing on decreasing the incitements of Praedial Larceny through the enforcement of the 2008 Praedial Larceny Act.

Officers are charged with the responsibility of conducting investigations, arresting, and charging individuals who commit acts of theft of agricultural produce which include cattle (cow, goat, sheep pigs, chicken farms) freshwater farm produce, lobster and turtle harvesting, sea moss, cut flowers, and forestry. The Unit is staffed with one (1) coordinator, two (2) secretaries, and thirteen (13) Special Police constables.

It comprises three teams; Northern team, located in Richfond but covers the areas from Gros Islet to Ans la Raye, through to Bexon and Dennery North). The southern team (located in Micoud) covers from Praslin through to Augier and The Western team (located in Choiseul) covers Laborie through to Soufriere.  Special Police Constables attached within this unit conduct a variety of public sanitization, patrols, and town hall meetings on all aspects of Praedial Larceny to educate the public on these offenses as well as achieve declines in Praedial Larceny offenses.

WHAT IS IT ...

Any person who contravenes any provision of subsection (1) commits an offence of Praedial Larceny and is liable  on summary Conviction to a fine not exceeding ten thousand dollars or to imprisonment of a term not exceeding two (2) years or both…

A person shall NOT!:

(A) Steal the whole or any part of any agricultural produce in any place.

(B) With intent to steal, cut, break uproot or otherwise destroy or damage the whole or any agricultural produce in any place.

(C) Steal any agricultural produce at any stage in the process of manufacture.

(D) Dishonestly receive or unlawfully obtain any agricultural produce which has been stolen or otherwise unlawfully obtained.
